Dear JCCIPI Members,
Last May 2026, JCCIPI, together with the Joint Foreign Chambers (JFC), conducted a courtesy meeting with DOLE Undersecretary Benjo Santos M. Bitonio Jr., who served as Acting Secretary prior to the appointment of Secretary Francis Tolentino.

JCCIPI was represented by Mr. Kazuhiro Nomura, Vice President of JCCIPI, and Mr. Mark Rabago, Lead for Policy Advocacy.

The meeting provided an opportunity for constructive dialogue between the private sector and DOLE on current labor and employment matters affecting the business community, including workforce competitiveness, labor policy direction, and implementation concerns raised by member companies.

Among the key points discussed were the implementation of Alien Employment Permits (AEPs), workforce mobility concerns, and the importance of regulatory clarity and implementation consistency across regional offices. JFC members shared observations regarding evolving documentary requirements, multiple re-submissions during active processing, and delays experienced despite full applicant compliance. Members emphasized that the concern is not necessarily the requirements themselves, but the lack of clear transition guidance, publicly available implementation timelines, and harmonized implementation.

DOLE shared that the Department’s priorities include the construction and transportation sectors and emphasized that its focus remains on implementing existing legislation and regulations rather than introducing new labor legislation. The Department also reaffirmed its commitment to the current regional tripartite framework on minimum wage setting.

The discussion was constructive and forward-looking, with DOLE expressing openness to continued engagement with chambers, including possible future orientations and technical discussions specifically for JCCIPI members.

2026年5月、フィリピン日本商工会議所（以下、JCCIPI）は、在比外国商工会議所連合（JFC）の一員として、労働雇用省（以下、DOLE）のBenjo Santos M. Bitonio Jr.次官を表敬訪問しました。同次官は、Francis Tolentino DOLE大臣の就任前に同大臣代行を務めていました。

JCCIPIからは、野村副会頭および政策提言担当のMark Rabagoが出席しました。

今回の会合は、企業活動に影響を及ぼす労働・雇用に関する諸課題について、民間企業とDOLEとの間で建設的な意見交換を行う貴重な機会となりました。議論では、人材競争力、労働政策の方向性、会員企業から寄せられている制度運用上の課題などが取り上げられました。

主な議題の一つとして、外国人雇用許可証（Alien Employment Permit: AEP）の運用が取り上げられました。あわせて、人材の流動性に関する課題や、各地域の事務所同士での制度運用の一貫性および規制の明確化の重要性についても意見交換が行われました。JFC加盟団体からは、必要書類の変更や追加提出要求、申請者が必要な要件を満たしているにもかかわらず発生する手続きの遅延などについて現状を共有しました。また、問題は要件そのものではなく、制度変更時の明確な移行ガイドライン、公表された運用スケジュール、および全国的に統一された運用が十分でない点にあることを指摘しました。

これに対しDOLEは、現在の重点分野として建設業および運輸業を挙げるとともに、新たな労働関連法令の制定ではなく、既存法令および規則の着実な執行に重点を置いていることを説明しました。また、最低賃金決定に関する現行の地域三者構成制度（Regional Tripartite Wage and Productivity Board Framework）を引き続き維持する方針を示しました。

会合は終始建設的かつ前向きな雰囲気の中で進められ、DOLEからは、JCCIPI会員向け説明会や技術的な意見交換会の開催を含め、今後も商工会議所との対話を継続していきたいとの意向が示されました。

JCCIPIは今後もDOLEとの連携を継続し、Francis Tolentino DOLE大臣との意見交換の機会も含め、会員企業の事業環境改善に向けた活動に取り組んでまいります。
